Follow the steps below:
Step1: Use a lip liner similar to the colour of your lipstick (or a shade close to your lipstick) and fill in your lips.
Step2: Apply the lipstick all over your lips as you normally do.
Step3: Dip your makeup brush into the powder and using patting motion, dab it onto your lips.
You will see the powder will absorb all the moisture and you will end up with beautiful matte lips.
